When Labour HQ are worried about their poll ratings, they just crank up the Threat Level a bit, huff and puff and bluster etc.
A week or two later, after nothing terrible has happened, they boast about how they moved swiftly and effectively to neutralise the terror threat, gain a couple of points in the polls and put the threat level down a bit.
