I hate in when trades union leaders disguise a clear attempt to serve their members interests as concern for the public. This is brazen:

But then that would paint a totally different picture wouldn't it?
Good plan.
Couldn't they just get rid of £181,455/£23,259~=7.8, 2,800/7.8~=359 Chief Officers instead? Or spread the cuts amongst the other nearby ranks that don't do a great deal on the streets?
Taken to its logical conclusion, I sure we could possibly end up with more plod on the streets. (Once they've also gotten rid of the red tape that allegedly keeps the lowly constable off the streets.)
