He was clearly struggling with his brief, which includes the promotion of tourism, when he said that the Japanese generally "do not like or desire foreigners".

Quote Of The Day.
A Japanese minister resigns after referring to one of his country's teaching unions as a 'cancer', (very much like ours then). This is apparently not his only gaffe though:

Seems like telling the truth is not a good thing anywhere any more.
That's the definition of a political gaffe, accidentally telling the truth.
Honesty in politics. Oh dear - the poor man has no chance.
